Project: “The Asian Deficit in International Justice: Ironies and Opportunities”


Raul Pangalangan is a leading international lawyer and scholar. He is a former judge for the International Criminal Court at The Hague, where he presided over multiple landmark trials involving human rights abuses and the destruction of cultural heritage landmarks. Pangalangan came to Bellagio in November 2022 to write on the Asian deficit in international justice, exploring why Asia is the least represented region before global bodies like the International Criminal Court. Pangalangan was recently appointed by the ILO to chair its Commission of Inquiry on Myanmar. He is currently a Professor of Law at the University of the Philippines.
