Project: “Can China Bridge the Clean Energy Access Gap Through the Belt and Road Initiative?”


Kelly Sims Gallagher is a leader in energy and technology policy. Gallagher came to Bellagio in July 2022 to work on a low-carbon development model for China to reach the sustainable development goal of providing universal access to clean energy by 2030. Gallagher served in the second term of the Obama Administration as a Senior Policy Advisor in the White House Office of Science and Technology Policy, and as Senior China Advisor in the Special Envoy for Climate Change office at the U.S. State Department. Presently she is on the leadership council for GEAPP, and Academic Dean and Professor of Energy and Environmental Policy at The Fletcher School, Tufts University.
