Project: “Public Health Protection Comparative Analysis: towards building critical value.”


Carlos Santos-Burgoa is a leading global health scholar and medical doctor. In academia, he was Dean of Mexico’s School of Public Health at INSP and General Director at the Secretariat of Health. In government, Santos-Burgoa established the Federal Commission of Health Risk Protection and led the non-pharmaceutical response to the Influenza A(H1N1) pandemic. He shaped PAHO/WHO’s Human Security policy, its Noncommunicable Department, and the regulatory strengthening initiative, and was advisor to Mexico’s General Health Council on Covid-19, on Chemicals Management, and co-founded the “Chemical World” collaborative. While in Bellagio, August 2023, he advanced his research related to disease protection and regulation, analyzing innovative approaches and priority setting in low- and middle-income countries. He is currently a Professor of Global Health and Director of Global Health Policy at the George Washington University School of Public Health.
