Senior Program Associate, Global Policy & Advocacy

The Rockefeller Foundation seeks a Senior Program Associate to further the Foundation’s strategic partnerships and policy efforts across our programmatic portfolio.  This role is part of the Global Policy and Advocacy (GPA) team.

The GPA team is comprised of the Foundation’s regional offices in Asia and Africa, the convenings & Bellagio Center team, and the policy, communications, partnerships, and program influence and campaigns functions.  As a strategy and service unit, the team operates with four primary aims: setting the table for action-oriented convenings and consensus in support of global goals; shaping the conversation around food, health, power and jobs, and building optimism for solving problems that will improve life for the world’s poorest through compelling story-telling and impact-focused narratives; building allies for our program teams and their work by creating, nurturing and extending networks that will help Rockefeller Foundation investments and ideas travel farther and make an impact faster.  Finally, the team aims to partner for impact, forging alliances, shared funding vehicles, and advocacy strategies that amplify our reach, influence, and impact.

Program Associates have a mix of project management, grants management, research, team coordination, project-based work, and Foundation-wide responsibilities.  This position focuses particularly on project management for the Foundation’s strategic partnerships and policy work, as well as supporting its opportunistic grantmaking.

Principal Duties and Responsibilities


  • Coordinate RF-wide partnerships management efforts, including collaborating with teams across the Foundation to ensure regular reporting and knowledge sharing on engagement with priority institutional partners
  • Collaborate with the Managing Director, Global Policy & Advocacy on developing RF partnership strategies, including conducting research and drafting briefs
  • Support RF-wide efforts to create and maintain a new CRM solution, working closely with programmatic and operations teams


  • Conduct research and keep track of policy trends, developments, and opportunities on issues and places of priority to the Foundation
  • Prepare briefings and other materials for policy actions in support of Foundation initiatives
  • Project management of non-lobbying compliance and documentation, including ensuring that meetings with public officials are vetted to ensure appropriateness, and maintaining documentation of meetings with public officials, including agenda, talking points and meeting notes, and tracking follow up
  • Support the organization of key policy meetings such as issue dinners in Washington, events, meetings at the United Nations and more
  • Help develop and maintain a system or process to document compliance with legal restrictions on lobbying


  • Support the Foundation’s Policy and Opportunities grant portfolio, including drafting grant materials, managing grant deliverables, and maintaining planning tools
  • Manage relationships with grantees, including assuring progress on grant goals, addressing questions, and ensuring alignment with associated efforts


  • Maintain the Partnerships & Opportunities and Policy team scorecards, as well as support inputs into the GPA-wide BPR scorecard, to help track and report on progress against key objectives
  • Manage the team’s intern, when applicable

Education, Experience and Skills

  • Bachelor’s degree preferred – we are open to considering candidates who do not have a degree if they have an equal number of years of directly relevant experience
  • At least 5 years’ experience in a related field (e.g., government, nonprofit, consulting); strong analytical, research and writing skills
  • Prior experience in or familiarity with philanthropy/grantmaking (either as a grantee or grantor)
  • Prior experience using database tools, CRM or otherwise
