Managing Director, Program Operations and Associate General Counsel
Pam Foster joined The Rockefeller Foundation in 2003. As Managing Director, Program Operations, and Associate General Counsel, Ms. Foster leads the Foundation’s program operations, bridging between the Foundation’s program teams and operating units, and manages an international grants management team responsible for the administrative and legal and tax compliance aspects of the Foundation’s grants, program-related investments, program contacts and matching gifts. Ms. Foster also serves as a strategic legal advisor to the Foundation with respect to its grantmaking and initiatives.
Ms. Foster is in her second stint at the Foundation, having started her career here shortly after college, initially as a program assistant and later as program administrator. During this time, she earned a law degree at night, and eventually left the Foundation to spend several years working as a lawyer for Cleary Gottlieb Steen & Hamilton, where she specialized in employee benefits and executive compensation. Ms. Foster returned to the Foundation in 2003 as assistant corporate secretary, and was promoted to lead the Foundation’s first ever centralized grants management team in 2006. Her role was expanded to include oversight of program operations in 2013.
Ms. Foster received a bachelor’s degree with honors from Trinity College in Hartford, Connecticut, and a JD, summa cum laude, from New York Law School. She is admitted to practice law in New York and New Jersey. She was active in the development of NGOsource, the centralized equivalency determination repository run by TechSoup Global, and serves on its advisory board.
